百(bai)年大(da)(da)(da)(da)計(ji),教(jiao)(jiao)(jiao)育為本(ben);教(jiao)(jiao)(jiao)育大(da)(da)(da)(da)計(ji),教(jiao)(jiao)(jiao)師為本(ben)。為深(shen)入貫徹(che)落實(shi)黨的(de)十(shi)九(jiu)大(da)(da)(da)(da)精神,造就黨和人(ren)民滿(man)意的(de)高(gao)素質(zhi)專業化創新型(xing)教(jiao)(jiao)(jiao)師隊(dui)伍(wu),落實(shi)立德樹人(ren)根本(ben)任務,培(pei)養德智體美(mei)全面發展的(de)社(she)會主義建(jian)設(she)(she)者和接(jie)班人(ren),全面提(ti)升國(guo)民素質(zhi)和人(ren)力資源質(zhi)量(liang),加(jia)快教(jiao)(jiao)(jiao)育現(xian)代化,建(jian)設(she)(she)教(jiao)(jiao)(jiao)育強國(guo),辦好(hao)人(ren)民滿(man)意的(de)教(jiao)(jiao)(jiao)育,為決勝全面建(jian)成小康(kang)社(she)會、奪取(qu)新時代中(zhong)國(guo)特色社(she)會主義偉(wei)大(da)(da)(da)(da)勝利(li)、實(shi)現(xian)中(zhong)華民族偉(wei)大(da)(da)(da)(da)復興的(de)中(zhong)國(guo)夢奠(dian)定(ding)堅實(shi)基礎(chu),現(xian)就全面深(shen)化新時代教(jiao)(jiao)(jiao)師隊(dui)伍(wu)建(jian)設(she)(she)改(gai)革提(ti)出(chu)如下意見。
一、堅持興國必(bi)先(xian)強(qiang)師(shi),深刻認識教(jiao)師(shi)隊伍(wu)建設的重要意義(yi)和總體(ti)要求
1.戰略意(yi)義。教(jiao)(jiao)師(shi)承擔著傳(chuan)播知識、傳(chuan)播思想、傳(chuan)播真(zhen)理的(de)歷(li)(li)史使命(ming),肩負著塑(su)造(zao)靈魂(hun)、塑(su)造(zao)生命(ming)、塑(su)造(zao)人的(de)時代重(zhong)(zhong)任,是(shi)教(jiao)(jiao)育發(fa)展的(de)第一(yi)資源,是(shi)國家富強、民(min)族(zu)振興(xing)、人民(min)幸福的(de)重(zhong)(zhong)要基石。黨(dang)(dang)和國家歷(li)(li)來高度重(zhong)(zhong)視教(jiao)(jiao)師(shi)工(gong)作。黨(dang)(dang)的(de)十八大(da)以來,以習近平同志為核心的(de)黨(dang)(dang)中(zhong)央將教(jiao)(jiao)師(shi)隊伍建(jian)設(she)擺(bai)在(zai)突出(chu)位置,作出(chu)一(yi)系(xi)列重(zhong)(zhong)大(da)決策(ce)部署(shu),各地區各部門和各級各類學(xue)校采取有力(li)措施認真(zhen)貫徹(che)落實(shi),教(jiao)(jiao)師(shi)隊伍建(jian)設(she)取得顯著成就。廣(guang)大(da)教(jiao)(jiao)師(shi)牢記使命(ming)、不忘初衷(zhong),愛崗敬業(ye)、教(jiao)(jiao)書育人,改(gai)革創新、服(fu)務社會(hui),作出(chu)了重(zhong)(zhong)要貢獻(xian)。
當今世界正處(chu)在(zai)大發(fa)(fa)展(zhan)(zhan)大變革大調整之(zhi)中,新一(yi)輪科技(ji)和(he)(he)工(gong)業(ye)革命正在(zai)孕育(yu),新的(de)增(zeng)長動(dong)能不(bu)(bu)(bu)斷積聚。中國特(te)色社(she)(she)會(hui)主義(yi)進(jin)入(ru)(ru)了新時(shi)(shi)代,開啟(qi)了全面建(jian)設社(she)(she)會(hui)主義(yi)現代化(hua)國家的(de)新征程。我國社(she)(she)會(hui)主要(yao)矛盾已經轉(zhuan)化(hua)為人(ren)(ren)民(min)日益增(zeng)長的(de)美(mei)好生活需(xu)要(yao)和(he)(he)不(bu)(bu)(bu)平(ping)衡(heng)不(bu)(bu)(bu)充分的(de)發(fa)(fa)展(zhan)(zhan)之(zhi)間(jian)的(de)矛盾,人(ren)(ren)民(min)對(dui)公平(ping)而有(you)(you)質量的(de)教(jiao)(jiao)(jiao)育(yu)的(de)向(xiang)往更加(jia)迫切。面對(dui)新方位(wei)、新征程、新使命,教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設還(huan)不(bu)(bu)(bu)能完(wan)全適應(ying)。有(you)(you)的(de)地方對(dui)教(jiao)(jiao)(jiao)育(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)重(zhong)視不(bu)(bu)(bu)夠(gou)(gou),在(zai)教(jiao)(jiao)(jiao)育(yu)事業(ye)發(fa)(fa)展(zhan)(zhan)中重(zhong)硬件輕(qing)軟件、重(zhong)外(wai)延輕(qing)內涵的(de)現象還(huan)比較(jiao)突出,對(dui)教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設的(de)支持(chi)力度(du)亟須加(jia)大;師(shi)(shi)范教(jiao)(jiao)(jiao)育(yu)體(ti)系有(you)(you)所削弱(ruo),對(dui)師(shi)(shi)范院校支持(chi)不(bu)(bu)(bu)夠(gou)(gou);有(you)(you)的(de)教(jiao)(jiao)(jiao)師(shi)(shi)素質能力難以適應(ying)新時(shi)(shi)代人(ren)(ren)才培養需(xu)要(yao),思想政治素質和(he)(he)師(shi)(shi)德(de)水平(ping)需(xu)要(yao)提(ti)(ti)(ti)升,專業(ye)化(hua)水平(ping)需(xu)要(yao)提(ti)(ti)(ti)高;教(jiao)(jiao)(jiao)師(shi)(shi)特(te)別是中小學(xue)(xue)教(jiao)(jiao)(jiao)師(shi)(shi)職業(ye)吸引(yin)力不(bu)(bu)(bu)足,地位(wei)待(dai)遇有(you)(you)待(dai)提(ti)(ti)(ti)高;教(jiao)(jiao)(jiao)師(shi)(shi)城鄉結構、學(xue)(xue)科結構分布不(bu)(bu)(bu)盡合(he)理,準入(ru)(ru)、招聘(pin)、交流、退出等機(ji)(ji)制(zhi)還(huan)不(bu)(bu)(bu)夠(gou)(gou)完(wan)善,管理體(ti)制(zhi)機(ji)(ji)制(zhi)亟須理順。時(shi)(shi)代越是向(xiang)前,知識和(he)(he)人(ren)(ren)才的(de)重(zhong)要(yao)性(xing)就(jiu)愈發(fa)(fa)突出,教(jiao)(jiao)(jiao)育(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)的(de)地位(wei)和(he)(he)作(zuo)用就(jiu)愈發(fa)(fa)凸顯。各級(ji)黨委和(he)(he)政府要(yao)從(cong)戰略和(he)(he)全局高度(du)充分認識教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)的(de)極端重(zhong)要(yao)性(xing),把全面加(jia)強教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設作(zuo)為一(yi)項重(zhong)大政治任務和(he)(he)根本性(xing)民(min)生工(gong)程切實抓緊抓好。
2.指導(dao)(dao)思(si)想(xiang)。全(quan)(quan)面(mian)(mian)貫徹落(luo)實黨的(de)(de)(de)十九大精神,以習近平新(xin)時(shi)代中國特色(se)社(she)會主義思(si)想(xiang)為指導(dao)(dao),緊(jin)緊(jin)圍繞統籌(chou)推(tui)進“五位一(yi)體(ti)(ti)”總體(ti)(ti)布局和(he)協(xie)調推(tui)進“四個全(quan)(quan)面(mian)(mian)”戰略布局,堅(jian)持和(he)加強黨的(de)(de)(de)全(quan)(quan)面(mian)(mian)領導(dao)(dao),堅(jian)持以人民為中心的(de)(de)(de)發(fa)展思(si)想(xiang),堅(jian)持全(quan)(quan)面(mian)(mian)深(shen)化改革,牢固樹立(li)新(xin)發(fa)展理(li)念,全(quan)(quan)面(mian)(mian)貫徹黨的(de)(de)(de)教(jiao)(jiao)(jiao)育方針,堅(jian)持社(she)會主義辦學方向,落(luo)實立(li)德(de)樹人根本任務,遵循教(jiao)(jiao)(jiao)育規律和(he)教(jiao)(jiao)(jiao)師成長發(fa)展規律,加強師德(de)師風建設(she),培養(yang)高素質教(jiao)(jiao)(jiao)師隊(dui)伍,倡導(dao)(dao)全(quan)(quan)社(she)會尊師重(zhong)教(jiao)(jiao)(jiao),形成優秀人才爭相從教(jiao)(jiao)(jiao)、教(jiao)(jiao)(jiao)師人人盡展其才、好教(jiao)(jiao)(jiao)師不斷涌現(xian)的(de)(de)(de)良好局面(mian)(mian)。
3.基(ji)本(ben)原則
——確保方向。堅持黨(dang)管(guan)干部、黨(dang)管(guan)人才,堅持依(yi)法治教、依(yi)法執教,堅持嚴格(ge)管(guan)理監督(du)與激勵關懷相(xiang)結(jie)合,充分發揮黨(dang)委(黨(dang)組)的領導(dao)和把關作用,確保黨(dang)牢牢掌握教師隊伍建設的領導(dao)權,保證(zheng)教師隊伍建設正確的政治方向。
——強(qiang)化(hua)保(bao)障。堅持教(jiao)(jiao)育優先發展(zhan)戰略(lve)(lve),把教(jiao)(jiao)師(shi)(shi)工(gong)作置于教(jiao)(jiao)育事業發展(zhan)的重點支持戰略(lve)(lve)領域,優先謀劃教(jiao)(jiao)師(shi)(shi)工(gong)作,優先保(bao)障教(jiao)(jiao)師(shi)(shi)工(gong)作投(tou)入,優先滿足教(jiao)(jiao)師(shi)(shi)隊伍建設需要。
——突出(chu)師德。把(ba)提高教(jiao)師思想(xiang)政治(zhi)素質和職業道(dao)德水平擺在首要位(wei)置,把(ba)社會主義核心價值觀貫穿教(jiao)書育人全(quan)過程(cheng)(cheng),突出(chu)全(quan)員全(quan)方位(wei)全(quan)過程(cheng)(cheng)師德養成,推動教(jiao)師成為先(xian)進思想(xiang)文化(hua)的傳播者(zhe)、黨執政的堅定(ding)支持者(zhe)、學生健康成長的指導(dao)者(zhe)。
——深化改(gai)革。抓住關鍵環節(jie),優化頂層(ceng)設計,推動實踐探索,破(po)解發展瓶頸,把(ba)(ba)管理體制改(gai)革與機(ji)制創(chuang)新作(zuo)為(wei)突破(po)口,把(ba)(ba)提(ti)高教師地位待(dai)遇(yu)作(zuo)為(wei)真招實招,增(zeng)強教師職業(ye)吸引力。
——分類(lei)施策。立足我國(guo)國(guo)情,借鑒國(guo)際(ji)經驗,根據各(ge)級各(ge)類(lei)教師的(de)不同特(te)點(dian)和發(fa)展實(shi)際(ji),考慮區域、城鄉、校際(ji)差異,采(cai)取有針對性的(de)政策舉措,定向(xiang)發(fa)力,重(zhong)視專業(ye)發(fa)展,培(pei)養一(yi)批教師;加(jia)大資(zi)源供給(gei),補充一(yi)批教師;創新體制(zhi)機制(zhi),激活一(yi)批教師;優(you)化隊伍結構,調配一(yi)批教師。
4.目標任務。經(jing)過5年(nian)左右努(nu)力,教師(shi)培養培訓體(ti)(ti)系基本健全,職業發(fa)展(zhan)通(tong)道比較暢(chang)通(tong),事權(quan)人權(quan)財權(quan)相統(tong)一的(de)教師(shi)管(guan)理體(ti)(ti)制普(pu)遍(bian)建立,待遇提(ti)升(sheng)保(bao)障(zhang)機(ji)制更加完善,教師(shi)職業吸(xi)引力明顯增強。教師(shi)隊伍規模、結構、素質能力基本滿足(zu)各級各類教育發(fa)展(zhan)需要。
到2035年,教(jiao)師(shi)(shi)綜(zong)合素質、專業化(hua)(hua)水平(ping)和(he)創新能力(li)大(da)幅(fu)提升(sheng),培(pei)養造就(jiu)數(shu)以百(bai)萬(wan)計(ji)的(de)骨(gu)干(gan)教(jiao)師(shi)(shi)、數(shu)以十萬(wan)計(ji)的(de)卓越教(jiao)師(shi)(shi)、數(shu)以萬(wan)計(ji)的(de)教(jiao)育(yu)(yu)家型(xing)教(jiao)師(shi)(shi)。教(jiao)師(shi)(shi)管(guan)理(li)體制(zhi)機(ji)制(zhi)科(ke)學高效,實(shi)現教(jiao)師(shi)(shi)隊伍(wu)治理(li)體系(xi)和(he)治理(li)能力(li)現代化(hua)(hua)。教(jiao)師(shi)(shi)主(zhu)動適(shi)應信息化(hua)(hua)、人(ren)工智能等新技術變革,積極有(you)(you)(you)效開展教(jiao)育(yu)(yu)教(jiao)學。尊師(shi)(shi)重教(jiao)蔚(yu)然(ran)成(cheng)風,廣大(da)教(jiao)師(shi)(shi)在崗(gang)位上有(you)(you)(you)幸福感、事業上有(you)(you)(you)成(cheng)就(jiu)感、社會(hui)上有(you)(you)(you)榮譽感,教(jiao)師(shi)(shi)成(cheng)為讓人(ren)羨慕的(de)職業。
二(er)、著力提升(sheng)思想(xiang)政治素質,全(quan)面加強師德師風建設
5.加強教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)和(he)黨(dang)(dang)(dang)員(yuan)隊伍建設(she)。將全(quan)面從嚴治黨(dang)(dang)(dang)要求落實到每個教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)和(he)教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)員(yuan),把(ba)黨(dang)(dang)(dang)的(de)(de)政治建設(she)擺在首位,用(yong)習近平新(xin)時代中國特色社會(hui)主義思想武(wu)裝(zhuang)頭(tou)腦,充分發揮(hui)教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)教(jiao)(jiao)育管(guan)理監(jian)督(du)(du)黨(dang)(dang)(dang)員(yuan)和(he)宣傳引(yin)導(dao)凝聚師(shi)(shi)(shi)生的(de)(de)戰(zhan)斗堡(bao)壘(lei)作用(yong),充分發揮(hui)黨(dang)(dang)(dang)員(yuan)教(jiao)(jiao)師(shi)(shi)(shi)的(de)(de)先鋒模范作用(yong)。選優配(pei)強教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)書(shu)(shu)記,注重(zhong)選拔黨(dang)(dang)(dang)性強、業務(wu)精、有威(wei)信、肯奉獻(xian)的(de)(de)優秀黨(dang)(dang)(dang)員(yuan)教(jiao)(jiao)師(shi)(shi)(shi)擔(dan)任教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)書(shu)(shu)記,實施教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)書(shu)(shu)記“雙帶頭(tou)人”培(pei)育工程,定期開展教(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)支部(bu)(bu)書(shu)(shu)記輪訓(xun)。堅持黨(dang)(dang)(dang)的(de)(de)組織生活(huo)各項制(zhi)(zhi)度,創(chuang)新(xin)方(fang)式方(fang)法,增(zeng)強黨(dang)(dang)(dang)的(de)(de)組織生活(huo)活(huo)力。健(jian)全(quan)主題黨(dang)(dang)(dang)日活(huo)動制(zhi)(zhi)度,加強黨(dang)(dang)(dang)員(yuan)教(jiao)(jiao)師(shi)(shi)(shi)日常管(guan)理監(jian)督(du)(du)。推(tui)進“兩學(xue)(xue)一(yi)做(zuo)(zuo)”學(xue)(xue)習教(jiao)(jiao)育常態(tai)化(hua)制(zhi)(zhi)度化(hua),開展“不忘初心、牢記使(shi)命”主題教(jiao)(jiao)育,引(yin)導(dao)黨(dang)(dang)(dang)員(yuan)教(jiao)(jiao)師(shi)(shi)(shi)增(zeng)強政治意(yi)識(shi)(shi)、大局意(yi)識(shi)(shi)、核心意(yi)識(shi)(shi)、看齊意(yi)識(shi)(shi),自覺(jue)愛黨(dang)(dang)(dang)護黨(dang)(dang)(dang)為黨(dang)(dang)(dang),敬業修德,奉獻(xian)社會(hui),爭做(zuo)(zuo)“四有”好(hao)教(jiao)(jiao)師(shi)(shi)(shi)的(de)(de)示范標(biao)桿。重(zhong)視做(zuo)(zuo)好(hao)在優秀青年教(jiao)(jiao)師(shi)(shi)(shi)、海外(wai)留學(xue)(xue)歸國教(jiao)(jiao)師(shi)(shi)(shi)中發展黨(dang)(dang)(dang)員(yuan)工作。健(jian)全(quan)把(ba)骨(gu)干教(jiao)(jiao)師(shi)(shi)(shi)培(pei)養(yang)成黨(dang)(dang)(dang)員(yuan),把(ba)黨(dang)(dang)(dang)員(yuan)教(jiao)(jiao)師(shi)(shi)(shi)培(pei)養(yang)成教(jiao)(jiao)學(xue)(xue)、科研、管(guan)理骨(gu)干的(de)(de)“雙培(pei)養(yang)”機制(zhi)(zhi)。
配齊(qi)建強高(gao)(gao)等(deng)學校思(si)想政治(zhi)工作(zuo)(zuo)隊伍和(he)黨務工作(zuo)(zuo)隊伍,完善選拔、培養、激勵(li)機制,形成一支專(zhuan)職(zhi)(zhi)為(wei)主、專(zhuan)兼結(jie)合、數(shu)量充(chong)足、素質優良的(de)(de)(de)工作(zuo)(zuo)力量。把(ba)從事(shi)學生(sheng)思(si)想政治(zhi)教育計(ji)入高(gao)(gao)等(deng)學校思(si)想政治(zhi)工作(zuo)(zuo)兼職(zhi)(zhi)教師(shi)的(de)(de)(de)工作(zuo)(zuo)量,作(zuo)(zuo)為(wei)職(zhi)(zhi)稱(cheng)評審(shen)的(de)(de)(de)重要依據,進一步增強開展思(si)想政治(zhi)工作(zuo)(zuo)的(de)(de)(de)積極性和(he)主動(dong)性。
6.提高思想政治素質。加強理想信(xin)念教(jiao)育(yu),深(shen)入學習(xi)領會(hui)習(xi)近平新時(shi)代中(zhong)(zhong)國特色(se)社會(hui)主(zhu)義(yi)思想,引(yin)(yin)導(dao)教(jiao)師(shi)樹立正確(que)的歷(li)史觀(guan)、民族觀(guan)、國家觀(guan)、文(wen)化(hua)(hua)觀(guan),堅定中(zhong)(zhong)國特色(se)社會(hui)主(zhu)義(yi)道路自信(xin)、理論自信(xin)、制度自信(xin)、文(wen)化(hua)(hua)自信(xin)。引(yin)(yin)導(dao)教(jiao)師(shi)準確(que)理解(jie)和把握社會(hui)主(zhu)義(yi)核心價值觀(guan)的深(shen)刻內涵,增強價值判斷、選擇、塑造能(neng)力(li),帶頭踐行社會(hui)主(zhu)義(yi)核心價值觀(guan)。引(yin)(yin)導(dao)廣大(da)教(jiao)師(shi)充分(fen)認識中(zhong)(zhong)國教(jiao)育(yu)輝煌成(cheng)就,扎根中(zhong)(zhong)國大(da)地,辦好中(zhong)(zhong)國教(jiao)育(yu)。
加強中華優秀傳統文(wen)(wen)化和(he)革(ge)命文(wen)(wen)化、社(she)會主義先進(jin)文(wen)(wen)化教育(yu),弘揚愛國(guo)(guo)主義精神,引導(dao)廣(guang)大教師熱愛祖國(guo)(guo)、奉獻祖國(guo)(guo)。創新教師思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工作方(fang)式(shi)方(fang)法,開(kai)辟思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)教育(yu)新陣(zhen)地(di)(di),利用思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)教育(yu)新載(zai)體(ti),強化教師社(she)會實(shi)踐參與(yu),推動教師充(chong)(chong)分了解黨情、國(guo)(guo)情、社(she)情、民情,增強思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工作的(de)(de)針(zhen)對(dui)性和(he)實(shi)效性。要(yao)著(zhu)眼青年教師群體(ti)特點(dian),有針(zhen)對(dui)性地(di)(di)加強思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)教育(yu)。落實(shi)黨的(de)(de)知識(shi)分子政(zheng)(zheng)策(ce),政(zheng)(zheng)治(zhi)(zhi)上充(chong)(chong)分信任,思(si)(si)想(xiang)(xiang)上主動引導(dao),工作上創造條件,生活上關心(xin)照顧(gu),使(shi)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工作接地(di)(di)氣、入人心(xin)。

23.維護民辦(ban)(ban)學(xue)(xue)校教(jiao)師權(quan)益。完善學(xue)(xue)校、個(ge)人、政府合理(li)分擔(dan)的民辦(ban)(ban)學(xue)(xue)校教(jiao)師社會(hui)保(bao)障(zhang)機制,民辦(ban)(ban)學(xue)(xue)校應與教(jiao)師依法簽訂合同(tong)(tong),按時足(zu)額支付工資,保(bao)障(zhang)其福利待遇和(he)(he)其他(ta)合法權(quan)益,并為教(jiao)師足(zu)額繳(jiao)納社會(hui)保(bao)險費和(he)(he)住房(fang)公積(ji)金。依法保(bao)障(zhang)和(he)(he)落實民辦(ban)(ban)學(xue)(xue)校教(jiao)師在業(ye)務培訓、職務聘任、教(jiao)齡(ling)和(he)(he)工齡(ling)計算、表(biao)彰獎勵、科研立項等方面享有與公辦(ban)(ban)學(xue)(xue)校教(jiao)師同(tong)(tong)等權(quan)利。
